I don't have a great suggestion and I could be all wet here, but can you check the fuel pressure?  I never checked pressure on a water cooled, but I believe my air cooled had a port on the fuel rail that I hooked up the gage too.

That way you would know if it the fuel pressure regualtor.  

I bought a gauge at AutoZone (you can also try Sears) that was not too expensive.

Does the van run poorly or does it quit entirely? Does it run ok for a few minutes after restarting then start running poorly again?   Its common on the vanagon to have the oxygen sensor wire short out and cause a rich running condition.   That would be the first place to look.  

There is a green wire on the left side -drivers side- of the engine compartment. Because of the low voltage involved in the oxygen sensor circut, 1 to 2 volts, its a co-axial wire. The wires get brittle and the insulator coating cracks exposing the inner wire.  Many times the inside wire shorts against the outside grounding wire. Make sure the insulator coating isn't cracked exposing the inner wire. If it is, the fix is simple. Just cut back the wire and install a new connector on the inside wire.

It sounds like a no spark situation. I'd investigate the ignition distributor and/or hall sender in the distributor. I had a hall sender go bad on my '87 a few years back and it created a no start (will crank but won't run) situation. I ended up replacing the complete distributor with a good used one and it started right up.
