Nevin has a friend in Alaska??

We spotted this funny looking character in the garden in front of the Chugach Outdoor Center (where we went rafting).  Was this one of  Nevin's gnomies spying on us?

Looks more like that Con guy from Westerly with the mask. Did you check what he was wearing on his feet and was he carrying any soupies?

I second that. The flower is hiding his Cons and what's that in his hand? Looks like soupy sausage to me.
And if I'm not mistaken, he looks a little buzzed from good stuff tequila.
