Hot air from vents

:) Hello all, I recently had an engine conversion done in Georgia, using an inline 4 cyl ABA, 2.0 with a 1.8 head. have about 6000 miles on it and its running great however I am still getting hot air from my vents with the temp in full cold. I replaced the hot air shutoff valve inline to the heater core and it is fully shut off, still got the hot air, any tips would be greatly appreciated as its about 90 degrees out now and I have not hooked up my ac yet. Have a great one and if you want info on an engine conversion let me know.<br>                                       Thanks

did you check the front shut off valve ( above the spare tire )  ??? for watercooled .rear flaps on the air cooled. if every thing is working ok . than it is 2 possable things , 1 would be the radiator air flow cardboard fell out / or missing , 2 is that it's just too hot where your at ( lol )  ;)
