Is the hot start relay, typically used on the Type IV air cooled motor a direct for the water cooled (2.1) Vanagon?

You can use that relay set up on just about any car. It wires in the same.

OK, I had given one away (when I had my air cooled) to a friend and he told me it didn't work on his 87 vanagon.
I got the relay so gave me, but if he still has the relay kit, then I'll use that instead

The relay "kit" is just a plain 40 Amp relay and some wires to hook it up. If anyone needs a relay, I've got a box of VW 40 Amp relays removed from various cars over the years.
I can't see why it didn't work on your friend's 87. I hooked one up on my 87 vanagon just last month. (intermittent no start)
VW even had a bulletin on it years ago. I think its a good idea, and I've got one on all my cars. It makes sure you have good power at the starter.
If you have a questionable starter, (intermittent no start or hot start issues) it helps prolong the inevitable. I got another four years out of my 67's starter with the relay. Keep in mind, if your putting the relay in to fix an issue, you will need a new starter at some point.

Funny you should mention headlights. I'm thinking of trying some relays and fresh power leads to my 87's headlights and see if I can get them to burn brighter. I'm amazed at how dim these are. I've always liked the square headlights in the vanagon. In fact I've converted every pre-86 vanagon I've owned to the square lights, but these are the dimmest I've ever seen.
I'm thinking of running fresh heavy wires direct from the battery to a couple of relays and then new wires to the headlights and see if that helps.
Maybe if I get some cash, I'll convert them to xenon bulbs. I've seen those kits that fit standard 9004 bulb sockets. Come with the igniters/ballast, bulbs and all hardware. 150 bucks. Not a bad deal for real xenon bulbs. Check out the eBay listing, this is the item number: 170306595118
